JOB SUMMARY:

S2 Screening Solutions works with Ports and Customs Authorities to provide cargo inspection and screening services and systems. S2 is implementing a wide-ranging program of cargo and vehicle security inspection systems and services throughout Mexico. We are actively seeking an experienced and knowledgeable Human Resources professional to become part of our leadership team in Mexico City.

The HR Director, Mexico, will be an integral part of Mexico’s Senior Leadership team and lead the HR function for the organization in this country. This individual will have an end-to-end Human Resources responsibility across the organization’s entire portfolio of activities including Compensation and Benefits, Talent Management, Strategic Workforce Planning, Performance Management, Labor Relations, Health & Safety, Learning and Development, and Employee Standards and Practices. The Director must understand the company’s mission, priorities and values and exhibit behavior which aligns with the company’s strategic objectives and supports them.

RESPONSIBILITIES:

  • Assess, lead and develop a Human Resources team that is able to support the existing operations as well as the long-term growth of the business nationally. Must be able to assess and mentor the existing team, as well as implement appropriate mechanisms to recruit new individuals as needed and in accordance with the company’s established procedures. Attract, hire, develop and retain staff, providing them with rewarding career paths.
  • Assist with the development of training and educational programs in connection with management and promotional development, on-the-job training, and employee orientation. Maintain records of training activities and employee progress and monitors effectiveness of programs
  • Responsible for investigating, resolving and advising on employee relations issues recommending corrective action as needed.
  • Assist with development of internal processes and objectives to help drive business performance.

  • Keep abreast of developing Mexican legislation that could impact labor laws in such areas as wages and salaries, employee benefits, and general personnel practices.
  • Direct and oversee the recruitment and staffing program to meet existing and future needs of organization.  Responsible for overseeing the sourcing, interviewing and coordinating selection process managing to successful conclusion.
  • Effectively communicate company HR policies and procedures to managers and employees.  Maintain and report on HR metrics to the VP of HR and CFO.
  • Implement and facilitate the performance management program including the procedure, format schedule and merit program.
  • Direct benefits administration and enrollment including obtaining bids upon renewals, confer with VP of HR regarding benefit costs and make recommendations on offerings and cost sharing.
  • Maintain salary data and reviews annually to suggest increases or adjustments to salary structure.
  • Oversee and direct local payroll processing, ensuring accurate and timely delivery of employee payments, benefits, and accounting data.
  • Oversee and direct local safety program, ensuring any necessary issues are raised to the Corporate EHS level.
  • Oversee and direct the local HRIS resource to ensure accurate and timely data is available to (Corporate HR) the Global organization.
  • Ensure the local human resources function is integrated with the global HR direction, establishing and facilitating exchanges across the region as well as ensuring cross-border collaboration.
  • Support senior management in development of business objectives and act as coach at all levels of the organization.
  • Responsible for implementing immediate and long-term strategic planning in the area of employee and labor relations. Provide labor relations expertise and counsel to leadership in both union and non-union locations, support business objectives through negotiation and administration of collective bargaining agreements, and manage the grievance and arbitration procedure and third-party relationship management.  Develop and maintain effective relationships with union leadership & local government agencies to foster and continuously improve union-management relations
  • Evaluate and assist with effective resolution of grievances and other local conflicts resulting from labor agreements

Education, Skills and Experience Required:

  • Position requires a Bachelors Degree with an emphasis in Human Resources Management or equivalent work experience.  A minimum 5 years HR experience in a management role. 
  • Proven track record of successful program management and implementing HR plans and a strong track record in the collective bargaining process, grievance and arbitration process, positive employee relations and labor-management relations.
  • Must have ability to communicate effectively with all levels of personnel and be able to develop and maintain good working relationships, both internally & externally.
  • Excellent relationship and rapport building skills and an ability to inspire trust and confidence through leadership.
  • Negotiation, persuasion and political skills are key and this person must have an understanding of the complexities of working in a multicultural environment
  • Must be bi-lingual, fluent in English and Spanish and have a strong understanding of the Mexican culture.
  • Previous experience developing both selection and retention programs.
  • Expertise as a coach as it relates to employee relations.
