MAJOR DUTIES AND RESPONSIBILITIES (time percentage)

20% Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts, implementing partners and other partners.  Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to government officials, implementing partners and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).

15% Assists government authorities and other counterparts or partners, and provides technical inputs, in planning and organizing meetings, forums and/or public debates, as well as training programmes. Identifies capacity gaps and training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

15% Designs, prepares, implements, monitors and evaluates assigned specific education projects. Main responsibilities are related to improving of quality of education and intercultural and bilingual education interventions in selected states. Analyzes and evaluates data to ensure achievement of objectives and recommends corrective action when necessary to meet programme/project objectives. Supports the Chief of Education in the development and/or introduction of new approaches, methods and practices in project management and evaluation.

10% Participates in intersectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.

10% Meets with national and international agencies covering the management of programmes/projects. Participates in inter-agency meetings within the context of the UNDAF and provides inputs for the design and implementation of joint programmes/projects. Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements.

5% Contributes towards the preparation of the Situation Analysis and technical reports by compiling data, analyzing and evaluating information, and writing chapters of the Analysis and/or specific reports.

5% Prepares the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Mid Term and Annual reviews, Country Programme Summary Sheet, Annual Reports and other programme documents, as required.

5% Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Reviews monitoring reports and certifies disbursements of funds, monitors and submits financial status reports to the Chief of Education Sr. Programme Officer or Representative, as required.

5% Participates in the development of the sectoral workplan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.

5% Ensures the accurate and timely registry of relevant information in PROMS, and issues status reports for monitoring and evaluation purposes.
